SPECIAL CALL MEETING SEPTEMBER 14, 2004

Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall in the City of Ocean Springs at 1:00 p.m. on September 14, 2004. Mayor Seren Ainsworth presiding; Aldermen Lloyd, Cody, Carvin, Dalgo and Gill, City Clerk Janet Dudding, Deputy Clerk Sue Ann London. Alderman McDonnell was absent.

Mayor Seren Ainsworth called the meeting to order at 1:00 p.m.

The purpose of the Special Call meeting is to Adopt the Proclamation of Existence of a Local Emergency by the Mayor and Board of Aldermen of the City of Ocean Springs, Mississippi to be effective beginning 7:00 a.m. Friday, September 17, 2004; to authorize establishing the Emergency Disaster Fund; to authorize $250,000 interfund loans from any available source(s) to the Emergency Disaster Fund to be repaid immediately upon FEMA/MEMA reimbursement; to authorize establishing $250,000 budget for the Emergency Disaster Fund for Protective Measures and Debris Removal; to authorize paid emergency leave for all non-essential personnel; to authorize delay of bid opening for dismantle of water tower until 10:00 a.m. Monday.

Alderman Cody made a motion with a second by Alderman Jalanivich to adopt the proclamation of Existence of a Local Emergency by the Mayor and Board of Aldermen of the City of Ocean Springs, Mississippi to be effective beginning 7:30 a.m. Friday, September 17, 2004. The motion carried unanimously.

Alderman Gill made a motion with a second by Alderman Dalgo to authorize establishment of the Emergency Disaster Fund. The motion carried unanimously.

A motion was made by Alderman Jalanivich with a second by Alderman Gill to authorize $250,000 interfund loans from any available source or sources to the Emergency Disaster Fund to be repaid immediately upon FEMA/MEMA reimbursement. The motion carried unanimously.

A motion was made by Alderman Dalgo with a second by Alderman Gill to authorize establishment of $250,000 budget for Emergency Disaster Fund for Protective Measures and Debris Removal. The motion carried unanimously.

Alderman Dalgo made a motion with a second by Alderman Jalanivich to authorize paid emergency leave for all non-essential personnel effective immediately until a time to be determined by the Mayor. The motion carried unanimously.

A motion was made by Alderman Cody with a second by Alderman Gill to delay bid opening for dismantle of water tower until a time to be determined due to the impending storm. All bidders will be notified. The motion carried unanimously.

The Mayor noted that neither the Middle School or the Civic Center would not be open as a shelter. He also suggested that the City evacuate as it appeared Hurricane Ivan would come very near Jackson County and the Ocean Springs area.

Alderman Dalgo made a motion with a second by Alderman Jalanivich to recess until the Recess Meeting on September 21, 2003.
